  "Statsråd Hindahl foredro på vegne av Handelsdepartementet innstilling til kgl.res om at lettmatros Ragnvald Haugland blir tildelt medaljen for edel dåd i sølv fordi han den 13. februar 1942 ved uforferdet opptreden reddet 2. maskinist Arnold Eilertsen fra å drukne da denne under mørkleggingen var falt i dokken i Swansea.
